'Good morning' is a wish that is expressed only in the morning; precisely between after 12.00 o'clock at midnight and before 12.00 o'clock at noon.
'Hello' is used to wish at anytime, anywhere, and with anyone whosoever. Needless to say that 'good morning' is more formal than 'hello'.

In fact, in our next course of SPOKEN ENGLISH we are going to deal with this and many such questions. Anvi.
